Network Management Policy
Wtechlink Pendleton Fiber dedicates substantial resources to provide Internet access to our customers, aiming to deliver the best online experience. Our goal is to give customers seamless access to various content such as news, shopping, communication tools, movies, music, gaming, and other online services.
With the rapid growth of the Internet and the increasing use of sophisticated applications, individual subscriber bandwidth consumption has surged. This can occasionally lead to network congestion, which Wtechlink Pendleton Fiber works to address. In general, we take a best-efforts approach to deliver residential Internet service, meaning we do not prioritize any particular type of traffic or application over others. We aim to deliver traffic at the speed purchased by the customer, with network management being neutral to content and applications.
Wtechlink Pendleton Fiber utilizes network management tools to ensure quality of service, especially for applications sensitive to packet loss, delay, or jitter such as VoIP, time-sensitive data, video traffic, and gaming.
Key principles of our network management include:
- Wtechlink Pendleton Fiber does not block, slow down, or restrict any specific applications or categories of applications.
- We do not limit the types of devices that can be connected to our network.
- There is no paid prioritization of traffic on our network.
- We do not favor some traffic over others to benefit our affiliates, either directly or indirectly.
Like other Internet service providers, Wtechlink Pendleton Fiber manages its network to offer a secure and optimal online experience. We monitor traffic flow, including data volume, the source and destination of data, and the type of information being sent and received. However, we do not inspect the content unless necessary to identify malicious activity (such as spam or viruses) or when required by law. We continually update our security and network management tools in line with technological advancements and network demands.
Congestion Management
Our network bandwidth is shared among all users, meaning customers share upstream and downstream bandwidth. To ensure all customers receive a high-quality Internet experience, the FCC permits Wtechlink Pendleton Fiber to implement reasonable network management, including congestion management practices. These practices may result in minor, temporary impacts on user experience due to active congestion management tools.
Currently, Wtechlink Pendleton Fiber has not found it necessary to use such tools. Instead, we actively monitor network usage trends and receive regular reports that inform us of changes in traffic and congestion. We use this information to plan network upgrades, including increasing bandwidth, adding ports, or enhancing connectivity to improve service. In the future, we may need to implement new congestion management strategies, and we will update customers and provide clear notifications about any changes.
Application-Specific Practices
We do not block or discriminate against lawful content or services chosen by our customers, as long as those applications or services do not harm our network or disrupt service to others. To protect the network from harm, we implement reasonable practices like blocking hostile ports to prevent file transfers, browser attacks, and viruses. We generally allow customers to connect lawful devices to our network as long as these devices do not hinder service or jeopardize the network’s functionality.
Network and End User Security
We employ measures to safeguard our network and users from harmful activities. This includes protecting against denial of service attacks and preventing malware, spyware, spam, and identity theft. While we do not publicly disclose the details of these security measures, they are designed to apply consistently to all customers and end-users. When security measures are in place, they may affect service performance or prevent access to suspicious websites. However, we ensure these actions are non-discriminatory for all affected users.
Additionally, like other ISPs, our Internet services may utilize a publicly routable or privately managed IP address, which may involve Carrier Gateway NAT (CGN) technology.
Service Performance
On our fiber-optic network, we offer multiple service tiers, primarily differentiated by data transfer speeds. These tiers are usually labeled with a maximum speed (e.g., "up to" a certain speed). The speeds listed are the maximum upload and download speeds customers can expect to experience. We provision customer modems and design our network to deliver the subscribed speeds, often with extra headroom. We regularly test regional performance to ensure these speeds are met, though we do not guarantee consistent speeds at all times. Various factors can affect speed, including customer equipment, network congestion, external network congestion, application performance, and more.
